The Opportunity Study Areas (OSAs) initiative is designed
to drive future redevelopment and economic growth in
key underutilized areas of Signal Hill—primarily older
industrial properties, office buildings, vacant lots, and
minimally developed parcels with expansive storage

City Hall Renovation Update
The City Hall Renovation Project is progressing, with
reopening anticipated in February 2026. As we move
forward with necessary facility improvements, our top
priority remains clear: ensuring uninterrupted, high-
quality service to the public. To achieve this, several City
departments remain at temporary locations during
construction. For more information

Walnut Bluff Workforce
Housing Project
Walnut Bluff has been designated as one of four
housing sites included in the City's Housing
Element to address future housing needs. The
proposed development includes 83 affordable
workforce housing units and features several
community-focused amenities. Planned facilities
include a 1,000-square-foot community center,
a playground, courtyards, and dog run area. The
site will also include a Boys & Girls Club to provide
youth programs and services for residents and
the community.
